ANOC World Games Bali 2023 Cancellation: The Government's Fickle Plan in Organizing International Sports Events

1. ANOC World Beach Games
The ANOC World Beach Games is a multi-sport event organized by the ANOC (Association of National Olympic Committees) which was first held in Qatar in 2019. As the name implies, this sports event is prioritized on beach sports that are not competed in the Olympics (non-Olympic beach sport) and water sports. It is the only global youth-centered beach, water and action sports festival, tailor-made for the benefit of National Olympic Committees (NOCs) and their athletes.
The Association of National Olympic Committees (ANOC) together with the Indonesian Olympic Committee (KOI) have also announced the host for this year's event and Bali was chosen as the host of the ANOC World Beach Games which is planned to be held on August 5-15, 2023. The selection of Bali as the host is certainly good news for all circles, because there will be many positive impacts of this event in the future for Bali, especially in the economic and tourism sectors. One month ahead of the 2023 World Beach Games, there was a surprise announcement that Bali withdrew as the host.
2. Bali Withdraws as Host

According to the Association of National Olympic Committees (ANOC), the main reason for Bali's withdrawal as the host was due to the disbursement of the government's budget for the implementation of the World Beach Games. KOI (Indonesian Olympic Committee) also stated that the decision to withdraw Bali was taken after the budget that has not been disbursed from the Indonesian Government and there is no more time to hold the event.
This decision is sure to disappoint the entire community and the ANOC itself. With only one month of preparation time left, ANOC stated that it was very difficult to find a replacement for Bali as host. As a result, ANOC also announced with a heavy heart that the 2023 World Beach Games were canceled penyelenggaraannya.
3. Is it really because of funds?
KOI expressed its apologies for this sudden decision. KOI Chairman Raja Sapta Oktohari, said that the Indonesian government had actually approved the financing of the ANOC World Beach Games Bali 2023. However, the budget bureaucratic mechanism is said to be very difficult in stages and considering that the time has for preparation is so narrow. This situation is felt to be even more difficult after several sponsors of the 2023 ANOC World Beach Games also withdrew.
In contrast to the statement of the Chairman of the KOI, the Minister of Youth and Sports of Indonesia, Dito Ariotedjo dismissed the issue of Bali's withdrawal as the host of the 2023 ANOC World Beach Games due to the unrealized preparation budget.

According to him, Bali's withdrawal as the host was not due to unprepared budget. However, there is a miscommunication between the amount of the budget prepared and the amount imagined by the organizers, causing discrepancies and the impression that the budget is not liquid.
4. Bali Governor's Clarification

Meanwhile, the Governor of Bali, I Wayan Koster through a press release on Wednesday, July 5, 2023, conveyed clarification regarding Bali's withdrawal from hosting the 2023 ANOC World Beach Games.
Some of the points conveyed in the clarification are:
1. He emphasized that Bali was not appointed as the organizer, the organizer was the Central Committee, which was none other than the Association Of National Olympic Committees (ANOC) and the budget was sourced from the Central Government.
2. Koster also said that the Bali Provincial Government agreed and fully supported this event. However, Bali is only authorized to provide a place or location.
3. He also affirmed, who canceled or resigned as organizers
The World Beach Games is the Central Committee, not the Bali Provincial Government. On the other hand, the cancellation of the World Beach Games in Bali, Koster said, did not affect tourism activities. Precisely now foreign tourist visits to Bali continue to increase. Data on July 4, 2023, the number of foreign tourist visits to Bali reached 18,155 people per day.
5. Past Meetings

In fact, looking back at last April there was a meeting between Minister of Sports Dito Ariotedjo and Bali Governor I Wayan Koster, in this meeting the main discussion was the implementation of the World Beach Games, where previously Koster had refused the presence of Israeli athletes. The meeting was also attended by KOI chairman Raja Sapta Oktohari, where the result of this meeting was that the 2023 ANOC World Games would still be held in Bali by upholding the Indonesian constitution.
Of course, the cancellation of this event is a very unfortunate thing for all circles, moreover, the three interested parties seem to blame each other by issuing their respective statements.
6. Is Indonesia Still Eligible to Host International Events?
The cancellation of the 2023 ANOC World Games in Bali once again embarrassed Indonesia's face in the international sports arena, and is proof that Indonesia's readiness to run international events is still very lacking. Moreover, Indonesia will host the 2023 FIBA World Cup with the Philippines and Japan, and Indonesia has also just been designated by FIFA as the host of the FIFA World Cup-17 which will be held this year as well. So, is Indonesia still worthy to host the two events?
